Silent Hill, you're stuck in a foggy town with only a handful of people at the most and smorgasboard of monsters. No shot at normalcy or a moment of peace whatsoever. You would go insane.
Fallout is filled with people, gangs, radiation and wild animals. It's pretty much like life already
Plus, you can always settle in one place, have a family and a chance at peace.

Exactly. You can live like Dukov in the Fallout world. Find an abandoned building, restore it with scrap, find you a few slores. There's booze everywhere in the wasteland too.
Instead you're creeping through a demonic hospital past nurses with legs for heads trying to fish a key out of a drainpipe with some string and a fishook but to each his own
