Mad Hatter.
All you gotta do is carry a broken one of his mind control chips then when batman or the cops show up just play the 'oh, where am i? what did he make me do? i was mind controlled...' angle.
But he is one of those villains make you dress up in a theme uniform like you a Disneyland employee. Only downside... well, and that dude is a weirdo. So you gonna be having tea parties with lil kids and shyt... but fukk doing a bid im Arkham, breh. I ain't the one.
Its killers in Arkham they don't show on the animated series... nikkas like Zsasz.
