You're mostly on point. The ones who are good people get fired for being good people. Look at the guy near cape cod who started a program to help get addicts clean without arrests, or the guy in West Virginia who got fired for not killing a suicidal man and is currently suing the department, or the guy who got fired for condemning the war on drugs (I think his name was Domonic if I remember right). The purpose of the institution on a large scale is violently enforce the status quo and weed out people who would do otherwise with the job.
