This is how I know people don't do basic research.
The most the government pays for a child is $512 per week that's like $2200 per month max (i rounded up) and that's for an infant. So lets say the day care had all infants

in order for them to get $1.9 million, they would need to have at least 71 infants in that day care every time it's open.
But wait there's more
You need at least 35 sq ft of space per child 71 infants. That's 2485 sq ft of space just for the infants. That's not including the bathroom, kitchen, office, hallways or any other rooms. Then there's staffing. You need a minimum amount of staffing every day. 10 - 15 for that many infants wont' cut it.
