They're really not comparable, heel DX wasn't much of a factor, face 98 DX was popular but was just one of many over/cool things in wrestling at the time. The NWO's impact was way bigger.

I'll take Bagwell + Norton and Bagwell vs Steiner feud over the 09 DX. That was truly the low point for raw in all of its history.
