I think it's banned for the rest of the roster kind of like how the Undertaker and Kane have been kinda grandfathered into being able to use the piledriver
They use the Tombstone version. I don't think that one is as dangerous as the other varieties.

I think in the weeks leading up to WM, they're told to chill with the high risk, and protect each other, so no one's injured for that WM Axess and other WM promotions
