On WWE website re-design when you look at the roster, it shows the list of champions, then shows little pictures for the entire roster below that. But it breaks it up by showing a group of main event level wrestlers first, directly below the champions.

Also this reminds me of the show intros. If you watch both intros for RAW and Smackdown you can tell who they deem worthy.

The first few seconds of the original 2009 Superstars also did the same thing.
