But if you're going to use the top guy gets the push argument, then you should also know that this Roman catchphrase is NOT going over just like when they tried to add believe in yourself to Hogan's 3 commandments back in 1990.
It doesn't matter if it is over or not. WWE telling you it is isn't fukkery, it's SOP and has been for decades. He's their guy and they're going to do everything they can to make sure he looks the best, because that's what you do with the top guy of the promotion. If they were booking Roman like they did Rey or Swagger, you'd get a ton of threads about why they're making him look like shyt. First run content on the Network is used as a promotional tool for whatever they're running at the time. Go back to when the Network launched and watch the countdown shows from then and the talking points are about all about Punk/Bryan/Brock/Cena and how Shield is the greatest stable ever.
Just like when Evolution was around, it was the greatest stable of all time. DX became the greatest tag team of all time. Cena the greatest champion of all time, etc etc. They're literally just propaganda fluff pieces. No idea why anyone A. Watches them at all and B. Gets upset over the rankings.

Roman started using that catchphrase just 2 months ago. There's no way it was worthy of being #1 regardless of how badly they're trying to push him as the top guy. If they wanted him to be #1 so badly they should have used "believe that". The list was a major
anyway so it really doesn't matter. People are really losing sleep in the youtube comments over a propaganda list.
