Much more complicated games from a graphical standpoint are at 1080p (pretty much all of them nowadays)
So yeah, Blizzard was slacking. Maybe blizzard was struggling with the tools they have for xbox game creation
The fact Microsoft stepped in to help shows they are committed. Its better than not doing anything
Or preventing them from doing something like how sony prevented EA from bringing EA Access
