which is why it would fail...Vince couldn't compete money wise with nfl owners and steal talent

but it could have been kind of like a developmental league for those still trying to make an NFL roster and it could have been marketed as a smaller more fun league that didn't directly compete with the NFL but gave people something to watch when football was over
