i feel like the rules for freshman being someone without a debut album out or whatever, needs to be revised

i can only assume that that whole list has the other 9 people on it, right? so then the person with the top votes who ISNT already on the list of the 9, would get the 10th spot. Kodak should be on the official not fan voted list anyway. they would be fukking up if he wasnt.
