Yup. Their criteria is literally nothing. There's no rhyme or reason for who qualifies as a "freshman"

It's basically if you haven't gone platinum yet you can be on it

That doesn't matter. Only criteria you gotta fulfill is that you can't have an album out. Mixtapes doesn't count. Crooked I didn't have debut until 2013. so he was eligible.

Some of those guys are already in top 10, they just gonna let us decide on last one to join them. Just because you can vote for e.g. Vince Staples doesn't mean he wasn't chosen already.

Pretty sure Vince, Herbo and Denzel Curry are already in.

That's not true because Troy Ave "New York City" is an official studio album and Ave made the cover the year after it dropped.

That's their criteria. Artists who haven't had a major album debut but are still getting a lotta attention and will probably be the "next best thing." There's probably a reason why he was picked even though he had an album out, like you say.
