Why don't you have an Pro Bowl HONORs team. Picked by media members only, ALA the hall of fame. This way both voting systems match 20yrs down the line.
Then since the NFL absolutely has to receive revenue for a game played, why don't you do an NFL Rookies game. If they don't wanna play, or if they wanna half ass it, they can. What's the difference? At least folks get to see the up and coming rookies. As a fan, it'll probably be the only game of the year you can enjoy freely.

They won't do an all rookies fans in lieu of a pro-bowl because a game of stars (even if many don't show up) will always out draw a game of rookies.
We all no the problem with the pro-bowl: football is too dangerous to risk playing it at full throttle for a meaningless game...and football played at half throttle sucks.
They could do 7-on-7 flag football or some shyt, but then you're ignoring the guys in the trenches who are a huge part of this game we love and deserve to participate in this honor. I can think of a way to include them in such a game, but it would be so gimmick-y that no one would like it.
