All crimes might not be reported but they are obviously a lot more relevant than the amount of crimes you have observed and the measurement error is probably uniformly distributed. Or probably more like even skewed since the increase in cellphones since the early 90s has been exponential.

All this is under the assumption that you ain't actually in this thread telling us that the crimes you observe(from your suburbs) are more relevant than the official crime statistics by which mother fukkers base billion dollar investments on.
