Well, it depends on the circumstances. If there is a minor able to view and/or hear it while walking by a computer of a person who is viewing it, you could make a criminal case of it on the local level. I don't know if the city's DA's office is not willing to charge 235.15, 245.11, or 260.10

I think the onus of responsibility is on the library to have areas unaccessible to minors, which would then be the creation of whack off-rooms.
