From what I remember being in the UK black people didnt say it either. 2 totally different cultures, with the blacks in the UK mostly coming from the islands or africa, second third gen. whereas AAs have been here for centuries under a totally different environment.
First off white people dont say nikka to blacks, and if one does, they probably were raised in the hood and are not even seen as 'white', to the neighborhood folks. second, it's a free country, you cant 'stop' anyone from saying anything. You think you're going to stop some aryan brotherhood fresh out of pelican bay from saying ******, id like to see you try. maybe you're talking about some suburbanites or something, but they wouldnt go there because of the possible consequences. what people say when black people arent there is unavoidable, again people can say whatever the fukk they want.

To be fair, the UK seems to have much harsher penalties. Not familiar with football, but I remember that he got booted immediately.
With the US though, it seems to take much more effort to boot someone over racism, and it's not always successful.
The only exception being the Top Gear cast who are sadly treated like gods.
