I personally always rate Stan as the best rap song if the 00s. Are there better stories? Yea. 
But there wasn't a single story in that decade that had the impact it did. Shoot the song made a noun out if fan boys, & everyone on here uses it.

3030 is a questionable inclusion, great concept though. B.I.B.L.E and Gold aren't better storytelling tracks. I didn't think people listened to Immortal Technique. The rest were good choices. I dunno, Stan had such an impact and was so influential.
