It's how I would describe OP's hysterics and this revelation. While anti-vaccine types are always concerning for obvious reasons, we've dealt with trolls and non-trolls of other origins on this issue besides Russian since the early 90's. While some Russian trolls are helping spread the idiocy, we probably have a bigger problem with American idiots spreading this shyt all on their own.
Some people can be idiots on this issue on this issue without Russian influence. Look at the series of tweets and the conclusion the OP posits with the last tweet for why Rand Paul is anti-vaccination (despite this thinking running rampant in libertarian circles previously as opposition to a belief of it representing government overreach). At some point, its hysteria and unless you have proof that the Russians dictated Rand Paul to be an idiot on the issue like Michelle Bachman back in 2011 before this supposed "russian active measure" it's just conspiracy theory.
