Im a senior in college and ive taken a lot of exams. There ain't no dedicated exam room you take the exam in ur lecture hall and sometimes the clocks are in the back, front or isnt one at all.
And nawl nikka im talking about using my phone in general. If im out doing shyt and my phone dies id have to ask somevody else for the time....or just look at my watch

before u sit an exam you told in advance which room would be used, in preparing than room i would like to think it would be standard practice to place a clock if there one in a position that is visible to everyone and you dont have to twist ur neck or turn ur back etc this is done to reduce risk/cases/accusations of academic misconduct or disrupting other students ...dont u think so..only at driving school you are told on the day where ur test room is
