Yup they had to do this. And the more I'm looking at this the weaker the case is looking. Regarding your point with money leaving downtown, it's just the opposite. They're trying to gentrify and clean up downtown. They're putting a lot of money into the area. Right below downtown is the Summerhill area that Lucci is from. They're moving quickly to gentrify that area. Steve Koonin (Hawks CEO or something like that) is looking to turn downtown ATL into a "Time Square" esqe area. To do that, they're going to have to clean up the violence and bums.
