A cool person is someone who uplifts you and pushes you to do better.
Someone you want to be around.
But I think if you're talking about celebrities, that's harder to define, because I think in that case...what people tend to think is cool is another person not having the insecurities that you have. Or at least that's part of it.
The celebrities that I think are really cool are the ones who try to help others. People who are charitable. The ones who pay it forward.
