Honestly in retrospect though, I think Obama was projecting the Majority in congress and the senate to be permanent, so he was trying to ease in reforms. My reasoning for this is how he did so much as soon as Trump got elected. I think he thought that even a future Democratic President could expand on his programs and cement his legacy.

Unfortunately, he and the dems greatly miscalculated, both in '09 and even '16.

Concerning 2016, it's as if they never planned for the possibility of Trump winning. Hence all of Obama's last minute stuff, as you mentioned.

But he ran a transformational campaign. This time in 2009 he was popular as hell and he could have gotten his caucus in line.
