He exhausted his plausible appeals regarding these temporary restraining orders and preliminary injunctions. This was the last one, circuit court with jurisdiction over Texas reinstated his suspension, The district court in New York removed the temporary restraining order,

He can appeal to to the United States Court of Appeals for the Second Circuit who have jurisdiction over cases in New York but he is unlikely to win a ruling in the Second Circuit because they count the Tom Brady suspension as controlling precedent.

And I highly doubt the U.S. Supreme Court cares about this and even if they did, no way they hear the case before the season is over
