The question that should be asked is what company does a "Holiday Party" this early in the month?

People may do it early to avoid folks vacation time...but USUALLY government entities have large enough budgets to do these type of events in the evening at nice hotels or ballrooms...NOT AT THE CENTER FOR THE MENTALLY DISABLED ON A WEDNESDAY(not Friday ) two days into the holiday month...unless it was centered on Thanksgiving which I doubt ...imma need an explanation
