Make all the drugs legal and the underground markets will disappear in short order. No black market, capitalism forces the prices down and the people who want to destroy themselves will do so but the gangland violence over drug turf will disappear. If you make drugs even more illegal black people will be the ones who suffer the most and you create new underground markets. We need to kill the underground markets.
