The ref wasn't mic'd up from what I could see.

If this isn't a chopped up video, the ref's mouth says 9 at the same time as dude on the speaker... BUT the count definitely starts while he's still pushing the other guy to the corner

I'm thinking they start counting from when you hit the floor, and not when the ref runs back over there to start counting.

Yea, looks like the ref picked up from where the loudspeaker guy was at.

I don't think I've personally seen the ref not have his own count.
