Man, you're over thinking it. It all comes down to guns, drugs, alcohol, and a racist system. The racist system causes the environment to be of low quality, so the people will always lack something to grow as a whole, being that most people want to be apart of the system, and not against it or at least question it which gives you the ability to not be an easy statistic cause you understand how the system works. The environment of lacking opens the door for drugs, and alcohol, to take root because it eases some of the pain. But, it costs money to buy drugs, and alcohol, all of the time, so that's when crime comes in. When getting illegal money comes into play, that means more fighting for the little bit of money available to everyone. Combine the emotions with drugs, alcohol, and guns, you will then have constant shootings happening. Then people get arrested, and once in the system your life is much harder, so even if you want to do better, its much harder to with a record, so you go back to crime just to eat.

Then the children born without proper guidance will see the people with "money" as what they want to be like, and the cycle continues!
