He was robbed both years, but technically more so in 2015 where he actually had more 1st-place votes than Kawhi, but lost out because Kawhi had more 2nd and 3rd-place votes (Kawhi even missed 18 games during the season). Not to mention some voters left Draymond off their ballots altogether - somebody even completely forgot to put down his name:

Spurs forward wins Defensive Player of the Year despite not having the most first-place votes. So how'd that happen?

See, Leonard didn't receive the most votes for the best defender this season. That went to Draymond Green, who had 45 first-place votes to Leonard's 37. But what wound up being the determining factor was... DeAndre Jordan?!

Jordan helmed the 15th best defense in the league this season. The Warriorswere No.1 and the Spurs third in points per possession allowed respectively. But Doc Rivers campaigned for Jordan. He went to bat for him daily. That kind of plea from a media-savvy coach like Rivers can go a long way. There were 14 voters who put Jordan first, Green second. That, along with other voting bits of interest, was enough to swing the vote.

Green was completely absent from 42 ballots, Leonard from just 26. That was the way Leonard won the award, by being more present on the ballots, while Jordan chewed away at Green's voting base like Ross Perot on George H.W. Bush, and 42 people failed to recognize Green whatsoever.

Defensive Player of the Year voter admits he just forgot about Draymond Green

Draymond Green received the most first-place votes but lost a very close Defensive Player of the Year race to Kawhi Leonard.

"First off, an apology is needed to Golden State Warriors forward Draymond Green.

On this ballot, a Defensive Player of the Year award was one of the selections, and Green was completely ignored. He deserves consideration, and may just win the award though he wasn’t picked on my ballot.

When thinking of the candidates, Green’s name just slipped my mind, as Los Angeles Clippers center DeAndre Jordan, Memphis center Marc Gasol, and San Antonio’s Kawhi Leonard were the selections made. Once it was discovered Green was forgotten, a change was sought but after selections are submitted, all votes are final."
