Eh as someone who lives in NJ. Hoboken is a wealthy city and most of its citizens work in NYC and if they have to drive in NJ they lease inexpensive cars to do that but most of the the city dwellers are pedestrians.
Hoboken is incredibly small and narrow. Add to it stop signs or lights every 25ft, it’s really hard for cars to pick up speed to do damage. Add to it, most people walk there, I can understand why this stat exist.
