He already said he supported a reconciliation bill, and if he really had problems with the price tag, he would have never voted for it to proceed.

This is just cap so he looks more 'reasonable' and 'fiscally responsible' than the rest of the Dems.

That is not to say that they won't have to make several concessions to get his vote for the final bill, however.
