No. It has more books, but is neither the 'closest to the original', nor the oldest. That would be Codex Sinaiticus from the mid-4th Century CE.

Most of the Ethiopian text was written 800 years later.

No, they don't hold it as 'canon' because Hebrews didn't. A few Christians argued for it's inclusion.​
