The home used to be within the boundaries of her district, until redistricting shifted some of Waters' neighbors into the 37th District now represented by Democratic Rep. Karen Bass.

oh ok that's cool. she was originally in her district, they drew new boundaries. can't expect her to move because of that. i guess it would have been too much to ask the original author to mention that.
