Not really. Bron gets max (22), Bosh gets 15 mil and Wade gets 11-12 saves Miami 13 mil. Haslem saves Miami at 3/9, 2 mil. 15 mil saved. Out of the 70 mil they had with those four alone with Norris Cole and Napier.
That gives them 55 mil in those contracts. They could resign their own FA's. Miami would prefer to go over the salary cap as they would get to keep their MLE instead of under the cap to sign their own FA's. So Birdman for 1.5 mil. Lewis for 1.5. Oden min. Beasley 1 mil. Use the MLE to sign Okafor.
The problem before they opted out was they would get a tax payers MLE which is weak as shyt and if they went too far over the tax, they wouldn't get anything at all. So it helps they opted out. Made it possible for them to get a MLE which is 5 mil.
In your scenario, you'd have to subtract $1 mil because Napier is making that in his first year, not 2. Also, add that $3.5 mil cap hold and it would leave them with $57.5, and only $5.5 mil in cap space.
But your whole scenario is predicated upon Lebron taking the max, which is unlikely if he stays. He may end up taking the most, but it won't be over $20 mil. I'd say it would be in the $16-18 million range. That said, I don't expect D. Wade to take anything less than $12, and Bosh anything less than $15-17. 1. Bosh gets $15, Wade gets $12, Bron gets $18. That's $45. It could certainly go up as high as $50 mil, given some fluctuation. I doubt it goes lower than that.

Now the team has $11 million in cap space, assuming they trade Cole. If not, then it's another $2 million subtracted by $500k for adding another player, making it $53.5 million, giving the team $9.5 million in cap space. Having somewhere between $8-12 million in cap space would give Riley all the room he needs to improve the roster.
And let's not put any of this past Riley. Aside from all the things people mention, he got Ray Allen to sign for 2 years/$5 mil when he could have commanded 2 years/$10-12 million from a bunch of other teams, and could have started for them.
