Just like car insurance what happens when there is a gap? You end up paying the state for that gap..
Same policies applies here...IRS will charge you for the gap in coverage.
Right- you'll always have to pay up. But in the event you suffer god forbid a heart attack and need long term care....what happens?
How is that the governments problem?. Look up what the IRS do to people who can't pay their bills because of illness or unforeseen tragedy.....You will understand why people hate the IRS.

The health care law specifically bars the IRS from garnishing your wages when it come to the penalty for choosing NOT to get health insurance.
If you receive a tax refund when you file your taxes, the penalty will be deducted from that refund.
If you owe money when you file your taxes, the penalty does not disappear. Instead, it gets carried over to next year’s tax filings and held on the filer’s account. The Internal Revenue Service is also allowed to charge interest on any unpaid tax penalty. The rate currently hovers around 3 percent.
Depends on other circumstances and what state you live in that regulates the Health Care law.
