CBS picked it up in the beginning.. it was always CBS... I think this means CBS agreed for a entire season instead of just the pilot.

According to this EW article it is official that Supergirl will exist in the Arrow/Flash universe:

Though Supergirl will be airing on The CW’s parent network, Berlanti has already gone on record to say that the heroine exists in the same universe as the scarlet speedster and emerald archer, so we could be in for an epic cross-network crossover with The Flash and Arrow—and the superhero team-up spin-off, should it move forward.

That is an awful lot of money for a single episode of a TV show.
I guess the rest of the show will be seriously lacking in the special effects department because they will have run through their entire FX budget by the end of the pilot.
