The same thing also played itself out in Apartheid South Africa with the creation of color reds. And how they were elevated above the black population - in status and class.

However, I think in this case, crying about it won't solve the problem - unless they want the Chinese to go back, with what they're offering. But can Ugandans afford that?

The Africa and China relationship is like a symbiotic and I'd say this is best offer Africans have had in recent times - unlike in the past with cacs when it was about pillaging the continent, regime change, funding different rebels for civil wars - in return for weapons and making a few elites rich. At least the Chinese are helping with infrastructure and if Africa can sort out its infrastructural problems, it'd be a more attractive place. But a lot of countries are making progress, especially Rwanda, Angola, and Ethiopia.

You can't really fault the Chinese cuz when they get these projects, they send hundreds of their men out there to work there (albeit China is also shedding some of its enormous population on the continent) and if they aren't fakkits, who do you expect them to smash? It's a gift and a curse. And rather than complain about it - Africans can start demanding technology transfer, so they can contain the population of Chinese men coming there to pollute their gene pool cuz historically, this type of relationship never end well for Africans.
