What cities have potential to be the next black mecca?

Obviously everyone first thinks of ATL when black mecca is concerned, but what cities do you think have potential?

I could see

Birmingham (Black mayor, majority black pop, transportation hub, dirt cheap)

Mobile (Majority black pop, port is a transportation hub, dirt cheap, oil industry)

Memphis (Majority black pop, transportation hub, cheap, port on the Mississippi River)

Detroit had a chance but Kilpatrick fukked everything up

Went to a water park when I was a kid and first time I was harassed by cacs because of my race.
