You can always claim more in the W4. You can even go Married and 9 dependents and be single. The US Treasury doesn't care about that.
However, when it comes time to file your income tax, you have to claim single (or married or head of household) and zero (or the real number of dependents), and you'll owe money. Some people prefer to do this so as not to "give the government a loan".
But if you claim 4 on your W4, that's not a big deal. You will get more in your paycheck. But if you claim 4 on your tax return without actual dependents, then you can get jammed up.

I don't know of any company that doesn't vet online applications by a human.
In a previous job, my manager got a bunch of applications from the human resources department. The HR department didn't vet anything. Nothing was prioritized as better or worse. my boss just divided the pile of resumes into four stacks and gave three stacks to me and two other guys to read over and vet. If some bozo had a page one resume with white text on a white background, it would get in the trash pile with no further consideration.

All that matters is you were responsible for 51% or more of their living expenses for the year. If I was to be audited, I'd have said he lived with me or if I'm really facing time. Go all in and say we together and I provide for him. But it never came to that. IRS don't give a fukk about your measly 3k return

don't know about in the US, but here in canada, to claim an adult dependant on your taxes, they have to be disabled and their income can't be above a certain level. also, if they do audit you, the onus of proving he's your dependent is on you, not the other way around.
