I am not saying he is a superstar or anything but there has to be something they can do with a young, athletic 2nd generation star.
Maybe get Haku to make an appearance to jumpstart him under a new gimmick than just generic and happy good guy. Play up that whole Samoan/Tongan angle.

Considering Mandrews is barely a factor in the X-Division and I don't recall seeing Spud since TNA moved to Pop, why not just have the two of them as a tag team for a while?
