Both sports should institute rules were there are cap exceptions for nikkas you draft or for nikkas that have been with the team for an extended period of time. The cap exists to prevent the richer teams from just buying a title. It's not supposed to punish teams that draft well and do a good job acquiring talent.
The free market NBA shyt is just
. I am all for overhauling the draft process but seriously that shyt would just be ridiculous. If you think talent is too highly concentrated now (or throughout history) that shyt would just be 
. Finals would be some combo of Heat/Knicks vs. Lakers/Dallas each year with no exceptions for decades. At least now teams fall off and have to hope for that next generational talent to come along and hope he comes their way. With that system it would be a lock. You really think Duncan goes to SA, or Shaq goes to ORL, or Bron goes to Cleveland, or Mike to the Bulls etc. if every team had an equal shot at them? 
Basketball is the last sport something like that would work in because of how top heavy it is.
