For ones I took (Data Analytics and Data Science), yes. It's free to sign up. Then after 1 or 3 months (depends on class) your access to that class expires. So if you want lifetime access, you have to pay the $99. This has been my experience thus far with those MS classes.

Yeah. Also I noticed most of their classes are via EDX which is Harvard University's free online courses department. There's an EDX app so you can do courses off your phone if anyone cares to know.
