Reason why its widely believed RE3 Remake is coming is because, just like the original RE3 it borrowed assets from RE2. The assets are already there for RE3 Remake. It wouldn't be surprising if it drops next year as planned

I think with 8 they would reinvent the game and return it to it's 3rd person origin. Honestly if I were running Capcom, I'd release R3make 3 while the demand is super high, then I release resident evil 8 right after it to change it up a bit and then remake Code Veronica.

I’d be happy if it was made like 2 Remake, they knocked it out the park with that, but there’s still the issue of the plot, like what else can they do?

Who says they have to continue the plot? They could start new and fresh, have all new characters and make up a new villain not related to umbrella.
