This is just a great ad. Pinning the shutdown on Trump is smart. It remains to be seen if it'll work. I don't know if anyone who wasn't already opposed to Trump will buy that Trump is pro shutdowns. Biden's campaign, I'm sure is trying to thread the needle that Trump mismanaged the pandemic from the outset which forces a shutdown- even if he doesn't want it. But that takes a certain sophistication I'm not sure the average voter has. Fair or not, Biden is perceived as the candidate willing to shut things down (if "the scientists" say so), and Trump is seen as the return to normalcy and do it yesterday candidate.
This is also a great ad. Trump is trying to tie the riots around Biden's neck. Fair or not (I've heard Biden condemn riots before), people don't perceive rioters to be Trump supporters. Maybe Trump forces Biden into a Sista Souljah moment? Eh.

Twitter tagged that ad from Scalise's page as "manipulated media". Whatever that means. I guess we know it was effective.
