You know Interscope's business model includes taking viable concepts or beats from demos and reproducing/rewriting them
This dates back to Eazy-E with Ruthless Records and they even had this mentioned on that radio skit

It's kind of like finding a gem in the rough, Tupac may of saw the concept a put a spin on it in the songwriting department. Made it ready for mass consumption and being with his position in the industry and pop culture any viable concept from him would be an immediate success
It's a tough game, dude might of came up with a viable concept with a lot potential . . not to say he executed it well. Some people can have million dollar ideas and minimum wage execution . . regardless there's no claim that can be made on a concept - if Tupac had reiterated specific lyrical melodies or lines than he'd have a case. If Tupac did shark this concept it was probably done with exceptional care to make sure they didn't infringe on the original song's territory
or Tupac may of heard the song, thought about his mom and perhaps over time it just clicked and he had his own experiences with his mother that he was inspired by to get into song . . with the original idea being what sparked his brain to go in that direction . . perhaps just a bit above a subconscious level
