When I was younger, I used to work as a social worker for an adoption agency. The (white) owner insisted that white families who adopted out-of-race and nationality take a two month course on cultural competency and they had to list at least 3 people from the adopted child's culture that would be regularly a part of the family's lives and would vouch for their competence to raise the child. I wish her program was state-mandated, but it was just a little non-profit.
