Brehs on Russia dikk in the thread but on a global scale they are considered clowns with nukes.

Ranking system is ridiculous but I would run the table with China, Israel, and South Korea. (edit - originally had Iran in the mix too for more nukes because I can't do math)

Everyone's got nukes (technically Israel and SK don't but let's be honest here) and bad ass special forces teams who are used to doing wet work in foreign countries.
