If Vince were in charge I'd agree, but as seen on Unreal the buck still stops with HHH. At this point Bruce is there because HHH likes Bruce but didn't like him when Bruce had more him under Vince. I'm not saying Bruce is completely blameless, but the booking is 100% HHH style and those nerdy cacs in the writers room all share his mindset as well.
