- Facilitate the unfunded mandate Full Employment and Balanced Act (1978) - directs US to maintain employment and ensure conditions of full-time employment.
- Alleviate poverty and provide cushion to those who are generally(and historically/disproportionately) hit hardest, including race. Black unemployment is generally twice of national average. White high school dropouts have have similar unemployment rates to Blacks with some college.
- Will help with underemployment and helping families maintain working wages: 40% of the homeless are employed.
