This should be fully funded by the government for anyone who can trace their lineage and verify that they are descendants of the slave trade. With all the ancestry dna resources available this shouldn't be too difficult. People who qualify should then be incentivized to go. Maybe if you can certify that you finish the program you get extra access to money perks or resources.
