I could be wrong but I think he's implying that advancements in medicine, wider access to said care and emergency response (particularly in regards to wide spread cell phone use allowing use emergency response at our finger tips) has since improved.

Basically there are less homicides because more people are saved from death due to these advancements.

These are points worth considering if that was his intended message
